The average American adult has a vocabulary of somewhere between 30,000 to 60,000 words. But Thai second-graders are expected not to know 3,000 words but 3,000 standard vocabularies! I suppose that means vocabularies in law, physics, environmental science, economics and 2,996 other disciplines regarded as "standard," whatever that means.
Hmm, or can it be that the news writer simply used the wrong word, using "vocabulary" when he/she should have used "word?" In that case, one might say that the writer has a limited vocabulary as well as limited understanding of what vocabulary means. A more likely, if disturbing, explanation.

ด้วยเหตุนี้ผมถึงไม่ค่อยแนะนำใหฝึกอ่านภาษาอังกฤษจากหนังสือพิมพ์ภาษาอังกฤษที่ตีพิมพ์ในเมืองไทย ถ้าอ่านเอาเนื้อหาก็โอเคครับ แต่ต้องระวังว่าการใช้ภาษาของเขาอาจจะไม่ถูกต้องนัก

About 79,000 second graders were illiterate, according to the students' scores in the national test.
Basic Education Commission secretary general Khunying Kasama Varawarn Monday disclosed that the test in Thai language checked the ability of all second graders across the country to understand 3,000 standard vocabularies.
However, the test results showed that up to 12 per cent of 630,000 second graders across the country did not understand those vocabularies and were thus illiterate.
